Slow Moving Disaster

Scott Adams framing: my observation is that whenever humanity can see a slow-moving disaster coming, we find a way to avoid it.

Is it because

• there wasn't really a big problem in the first place, just pseudo-drama?
• if a disaster is slow-moving society has time to fix it?
• big problems tend to be Self Defeating?
• ??
